Another Barry obamanation. He wants to decriminalize THC but he doesn't want to legalize it.

Now sound bites can be used to support decriminalization and not legalization. Here's barry's true genius and practice makes perfect. Notice how he says "rethink" or "revisit". Ever hear any active verbs?
