Scarborough is talking about the foul-mouthed pitbull, Rahm Emanuel, contrasting it with the steady nature of barry's campaign with Axelrod and Gibbs.

They are not good or decent - they are lying frauds. Barnicle's face is priceless. Like he just saw his mother naked. Joe's face gets red so he knows what he said and tries to blame it on Jay Carney.
MIKA: Uhm...uhm....uhm. Honey? She then whispers to Joe what he said while Barnicle rambles on.
Joe says he needs a time out and Mika says: "Come to Mommie!"
Joe then blames it on Ambien and Mika tries to cover. And Joe says his wife is going to kill him and that he needs soap.
