Sen Clinton constitutionally clear to serve as Secretary of State

Bush signed a law that circumvents the outmoded Article I, section 6 of the Constitution, which prohibits members of Congress from raising the salary for a government job and then filling it themselves. In 2007 Congress increased the Secretary of State pay by $4700. So, if confirmed, Sen Clinton will make $186,600 -- $4700 less than Condolezza Rice.
